Summary

Document Xcode-bundled swift-format as the project formatting tool for touched Swift files.
Keep whole-repo swift-format lint advisory until a dedicated formatting normalization PR.
Move the formatting guidance TODO item to Done and add the normalization follow-up before making style lint a merge gate.
